the
city
has
developed
like
the
extension
of
a
Hollywood
movie
set
,
a
sprawling
fantasy
which
many
people
feel
should
not
really
exist
.
Since
the
1880s
,
Los
Angeles
has
been
transformed
from
a
sleepy
cattle
town
with
a
population
of
4
,
000
,
to
a
seething
that
now
accounts
for
nearly
one
per
cent
of
global
greenhouse
.
It
is
the
car
culture
par
excellence
,
with
nine
million
cars
contributing
to
the
smog
and
air
pollution
and
40
per
cent
of
the
population
suffering
from
problems
due
to
vehicle
.
The
city
is
full
of
contradictions
.
Often
regarded
as
the
of
and
material
extravagance
,
it
is
seen
as
the
essence
of
anti
-
nature
.
,
people
often
move
to
Los
Angeles
because
of
nature
;
attracted
by
its
climate
,
the
snow
-
capped
mountains
,
the
ocean
and
the
beaches
.
The
natural
water
table
was
after
four
decades
in
the
1890s
.
In
1913
,
when
the
Los
Angeles
was
first
opened
,
water
over
350
kilometres
from
Owens
Valley
,
chief
engineer
William
Mulholland
proclaimed
that
it
would
supply
Hollywood's
lawns
and
swimming
pools
for
ever
.
However
,
neither
supply
has
been
without
problems
.
In
1964
,
the
US
Supreme
Court
settled
in
favour
of
Arizona's
claim
to
supply
from
the
Colorado
River
,
and
LA's
was
reduced
by
about
50
per
cent
.
The
city
is
also
dependent
on
the
State
Water
Project
,
which
brings
more
than
a
trillion
gallons
of
water
per
year
along
the
720
-
kilometre
Californian
,
supplying
irrigation
systems
for
the
vast
base
of
the
San
Joaquim
Valley
.
This
effectively
removes
half
the
water
that
would
otherwise
flow
into
the
San
Francisco
Bay
area
,
the
flow
of
fresh
and
saltwater
in
the
Sacramento
Delta
,
with
inevitably
harmful
consequences
for
fish
and
wildlife
.
Almost
a
third
of
the
water
feeding
Los
Angeles
is
now
obtained
by
extraction
from
underground
.
However
,
a
combination
of
illegal
dumping
,
-
from
commercial
and
leakage
from
garbage
landfills
,
has
left
some
40
per
cent
of
the
wells
in
southern
California
above
federal
limits
.
To
compound
the
problem
,
half
of
the
considerable
winter
rainfall
,
which
would
the
soil
and
the
,
is
swallowed
by
concrete
drainage
systems
and
into
the
Pacific
.
Desperation
has
led
to
some
proposals
,
ranging
from
a
plastic
pipeline
from
Alaska
to
towing
icebergs
from
Antarctica
.
Inevitably
,
the
concrete
flood
-
control
system
had
consequences
,
destroying
wetland
areas
which
provided
an
important
area
for
migratory
birds
on
the
Great
Pacific
Flyway
.
However
,
plans
are
now
underway
to
restore
the
river
,
recreate
areas
to
attract
birds
,
and
establish
nature
walks
,
cycle
paths
and
equestrian
trails
.
Led
by
the
Friends
of
the
LA
River
,

working
together
in
what
is
being
seen
as
a
attempt
to
heal
the
split
between
the
population
and
the
landscape
of
the
city
.

a
prime
example
of
nature's
with
human
culture

Los
Angeles
clearly
provides
the
perfect
platform

this

make
progress
towards
a
environment

always
been
regarded
as
being
in
fundamental
opposition
to
it

to

more
integrated
vision
of
environmentalism
in
the
21st
century

involved
with
the
restoration
of
LA
rivers
see
it
as
not
only
important
for
and
a
way
of
linking
communities
but
also
as
being
of
tremendous
