Explanation

In this scene, Joey is the person saying the sentence, and Chandler listened to it. Additionally, Joey asked him to do him a favor

In this part, Phoebe is asking Monica not to do something to cut her hair.

In this scene, even if it can't listen, Phoebe was talking to Monica's hair about the haircut.

The first part of the sentence was in present simple which is changed by past simple in reported sentences. The second part of the sentence was past perfect which doesn't change in the reported speech.

In this case, we needed to include the same sentence said by Monica but with a change in the subject as we are talking about something said by a 3rd person.

In this case, we need to make the change in the tense, so: in the first part, the original sentence was said in the simple present, then the reported should be simple past. The second part was originally said in the past that should be changed into past perfect in reported sentences.
