The Ministry of Health develops education and information strategies for citizens , as well as implements citizen services for the responsible possession of companion animals - Urban Fauna . Quito is the first city in Latin America to change the concept of " responsible ownership " to " responsible coexistence " with companion animals , which also includes those animals with which we live together but that are not in our homes , but live on the street . The ethical control of the overpopulation of animals is carried out through sterilization , the only ethical , efficient and effective method that is known . In collaboration with animal protection organizations , innovative adoption promotion plans are put in place . Adopting is not only an act of love , it is also an act of civility and civic intelligence . The municipality of Quito makes efforts to educate and raise awareness about responsible coexistence , we do not want to create consumers of animals , we want to create citizens capable of living in harmony with them .
