Hang the picture
Put a hook in where you have made the mark (awl)
Make a mark in the wall at the height that you want the hook (pencil)
Drill a hole in that point (Drill, drill bit)
Put a raw plug in the hole, screw in a hook.
Make a mark in the centre of the top of the frame (ruler and pencil)
